था :
(१) राष्ट्रिय महत्वको कुनै विषयमा जनमत संग्रहबाट निर्णय गर्न आवश्यक छ भनी संघीय संसदमा तत्काल कायम रहेका सम्पूर्ण सदस्य संख्याको दुई तिहाइ सदस्यको बहुमतबाट निर्णय भएमा त्यस्तो विषयमा जनमत संग्रहबाट निर्णय लिन सकिनेछ ।
(२) जनमत संग्रह र तत्सम्बन्धी अन्य व्यवस्था संघीय कानून बमोजिम हुनेछ ।
(1) If a decision is made by a two-thirds majority of the total number of the then members of the Federal Parliament that it is necessary to hold a referendum with respect to any matter of national importance, decision on that matter may be taken by way of referendum.
(2) Matters relating to referendum and other relevant matters shall be as provided for in the Federal law.
